No resizable enclosure styles are exposed from annotaiton setup in project properties. To use such style, 'IsoConfig.xml' has to be edited manually. Find annotation defintion for 'Spool" and change AnnotationStyle="Rectangle"to AnnotationStyle="SRectangle". SRectangle is a style defined with resizable block.

 <PropertyChangeScheme Name="SpoolNumber" AnnotationStyle="SRectangle" Format="{0}" Enabled="true" Grouping="false" Tag="XX" Alignment="FlatHorizontal" LeaderStyle="AsNeeded" Filter="NotBoltWeldFlangeGasket" Field="SpoolNumber" Placement="Along" />

why in the world would the default not be set to "SRectangle"? that is just silly.
