Reducer Text changes layers every time I go into drawing

Hi,

Every time I open a new drawing, the reducer text changes to the current layer.  Can anyone tell me how to get this not to happen?

In the project setup where your reducers are located, check the settings of the annoation tag symbol. If the color is set to Use Current, change it to Bylayer or other desired color instead.

That wasn't the problem.  Someone must have changed it sometime during the project, maybe just when working of a couple pages, then changes it back.  Just don't know why it's only happening on a few pages.  Thanks.
