P&ID sympol

Hi Autodesk supports

I have an issue regarding P&ID, I tried to made new symbol (Penstock Gate Valve) with Action Dynamic Block which is I can stretch the hand Valve as I want after inserting in the drawing but it does not work  What I missed there??

The parametric dinamic block in P&ID does not work.
