On one of my PC's, I pointed the tool palette path in AutoCAD Options to a network share where we have been making symbol changes and additions to the palettes. On my laptop, I pointed the tool palette path to the same location and now it will not launch P3D. According to the status at the bottom left of the splash screen, it hangs up while saying "Preparing working environment... PROJECTMANAGER"
It works on one install but not the other. Are there any ideas on how to change that option back to the local path, apart from opening P3D, which I cannot do?
Have you tried to do a Repair. Go to Windows Control Panel and uninstall Plant 3D. The Plant window will appear and give you the option to Repair/Reinstall. Select Repair and see if that works. If that does not work go ahead and try the Reinstall.

I recently had this issue. I would recommend running the PnPLocalDataCachePurger.exe, located in the installation directory. Also installing the appropriate SP for Plant 3D. This did the trick for me.
