I'm not sure on where the issue might be, it works on my end on various machines, it sounds like something hasn't installed properly or something, but PLANTPARTCONVERT definitely does work.
I think I found the solution!
I got the same problem with the plantpartconvert.
Than I started a new drawing and I choosed a different DWT to start with.
Than it worked!
I have had the same problem on 2014. I found was that I was trying to PLANTPARTCONVERT the block in a drawing that was not part of my project. Make sure the drawing you are creating the block in is part of the project. Hope this works for you also.

When I created a model in Inventor and saved as *.dwg, it was not included in plant project. But after adding it to my project everything is working.
I had this same problem. I was using Inventor 2013 to create my parts. It saves them as a 2013 dwg. So the only way I was able to convert my components was to open it in Plant 2013 and do the PLANTPARTCONVERT there. Once I did that then I was able to add the part to my catalog.
