Can you try to place the plugin in this directory
%AppData%\Autodesk\ApplicationPlugins
You shouldn't need to netload the dll yourself. It should be loaded automatically. Try this command
lazplantbrowser

Actually, it turns out that it was running from the program files after all. I think I just needed to restart the program before it would take effect. I deleted the plugin from the appdata root folder and the plugin is running just fine from the program files folder.
