Hi,

When I right click on a tool in a Tool Palette and click properties it only shows fields for 'Name' and 'Description' is this correct behavior? 

Im reading some tutorials and they show a whole bunch of extra properties that can be changed like insertion scale which is the one in particular that im looking for.

For P&ID palettes, those settings are controlled through the project setup.  The extra properties you see are for AutoCAD tool palette objects.
