Linetype Scale between Model & Paper Space

The problem that I am running into is that the linetype scale does not match up between Model and Paper Space. I set ltscale to .75 so that I didn't have to have instruments that far away from each other for the Electrical signal line to show it being dashed. I also did that for the Pneumatic signal line. In model space with the Electrical line being .75 long, it would show the dashed line having 3 segments. I would check that in Paper space and it would only have 2 segments.
Any help would be greatly appreciated.

It seemed to work right after i tried it for the first time, but now it doesn't seem to work.

It works once i set the variable to "0" and then close the drawing and re-open it.
