I have this same problem, when inserting a CV the substitution pallet works as expected, until the drawing is closed. Upon reopening, the CV substitution will only yield options from inline instrument class, both for the body and the actuator. This is the case for all my CVs in both P3D 2012 and P3D 2013

This problem is still un solve and now I don't have much time to fix it.

I have a similar problem with control valves as well. The substitution menu often reverts back to the first class of inline instruments instead of valve bodies or actuators.

Hi,
I got the following answer from Autodesk
Try deleting the SubstitutionPalettes.xml from the root of the project.
After you have done this reopen the project and place a new control valve to check the substitution palette.
Note:
Existing contral valves that have the issue may need to be replaced in the drawing.

Martijn
