I'm getting the below error when trying to connect off-page connectors. For some reason, if I try to connect from dwg2 in the project, it appears to be looking for OPCs just fine. When I try to connect from any other dwg, I get the below error.

You can try to purge out the data cache on
the users machine. Close out of Plant 3D and any other AutoCAD related
tools. Run the following utility by double clicking on the EXE file listed below.
For Plant 3D 2014:
C:\Program Files\Autodesk\AutoCAD 2014\PLNT3D\PnPLocalDataCachePurger.exe
For P&ID 2014:
C:\Program Files\Autodesk\AutoCAD 2014\PNID\PnPLocalDataCachePurger.exe
If that does not resolve the issue. The I would recommend a Repair of Plant 3D 2014 or P&ID 2014. To do this go to your Windows Control panel and choose Uninstall a Program. Choose Autodesk AutoCAD Plant 3D 2014 or Autodesk AutoCAD P&ID 2014 to uninstall. The uninstall window will appear and you will want to select Repair. Let the process run and then open Plant 3D/P&ID and see if the issue is resolved. If the issue still is present then go through the same process above and do the reinstall. Let the process run and then open Plant 3D/P&ID and see if the issue has been resolved.
