Resize title border problem

Lately we’ve been experiencing a annoying problem with our title border in mechanical 2012.
When inserting the border we enter a scale, paper format and insert the border (with our custom title block) at coordinates 0,0,0 (by default).

However when we want to modify either the scale or the paper format, AutoCAD refuses (but not every time) to do this.


This is the procedure we follow to change its scale:

First we double click on the title border to show the “Drawing Border with Title Block” dialog.
Then change its scale using the Scale dropdown box.
And press ‘OK’ to confirm.

Once pressed we see the border briefly resize to the new scale (for like ¼ of a second) before returning to its previous size/scale.

We've based our border on the "iso_a4.dwg" that comes with autocad.
but even when I replace our border with those that are supplied with mechanical the problem occurs (see attachment for a default A4 border).


How can we solve this?
