I have a customer supplied dxf file, of their logo, that they are wanting us to cut for them.
I have put all entities onto layer 0, and purged all. I have reset the lower left corner of the logo as 0,0.
When I do a zoom extents, the logo fills my screen as I would expect. But when I do a zoom all, it throws the logo into the upper right corner, like there is some entity somewhere.
I have purged all layers, and only layer 0 is showing in my layers list.
I have attached the dxf if anyone can find whatever is messing with this.

Use the LIMITS command and reset them to just around the logo. All should be fine.
I've done that and it's made no difference at all.
In fact, the limits were lower left 0,0 and upper right 12,9.
When I do zoom extents, the part still is way out there.
It doesn't matter too much now, as I've just traced over the
part to recreate it.

For future: The command LIMITS gives you the option to "click" the limits you want. This was my method and it worked for me with your .dxf.
