I have been unable to move objects on to the base layer group from another layer group. The command works fine for any other layer group I have created. Even selecting just one object and attempting to move it to the base layer group does not work. No error messages pop up, however the command normally exits with this response in the command line:
Change layer group for selection.
Changed layer group in 1 entity(s).
This message does not appear when attempting to move objects to the base layer group.
