Curser is erratic

While doing close-up shots of factory layouts in Mechanical 2009, my curser is very erratic.  It will not let me control it to do anything less than 1 inch.  Since I am working with cut sheets and dims less than 1/4", I cannot use it at this time.  Is there a fix for this in the settings?  I've run the repair with no improvements.

Erratic, or do you just have SNAP turned on (F9 key toggles it on/off)?

Darn, I feel like an idiot.  Thought I checked it but apparently I did not.  I did have the snap (F9) turned on.
