is it possible to create an associative 2D hide between two polyline objects from VB?

No, there's no API for associative 2D hide at the moment.

Sorry, in the "two polylines.jpg" is the example.

Just run AMSHIDE, select the foreground polyline, enter to Edit Hide
Situation dialog, click Hide Style button once, OK.
