ATTIN command broken in AutoCad 2013 Mechanical

We use the ATTIN command to fill a drawing title block from a text file in AutoCad 2013. In AutoCad 2013 Mechancial, we get an error message saying that the ATTIN command is unknown. Please advise.

Thanks! It turns out that we had to load Express Tools and do a bit more configuration work in order to get the ATTIN command to work.
