ACAD MEP 2011 loading wrong Profile

I have one user with Autocad MEP 2011 that when he launches the program it loads just the regular ACAD profile instead of the MEP. Because of this he is unable to use any of the MEP tools. It just says "Unknown Command" when you try to add a device or plumbing fixture or something unquie to MEP.

I have uninstalled the program, deleted the user folders in the App data and Local settings. Did a complete reinstall. When you launch the application as administrator or any other user it load everything related to MEP properly execpt for this one user. His is always just regular autocad.

Anybody have any ideas on how to fix this?
