Both.
It was a single program, and part of the Map Guide Enterprise (Topobase) in some versions, and of course it is a build-in part of Civil3D that also was available as a suite.

Unless you asked for the DVD(s) from Autodesk version 2011 had to be downloaded from the subcription site, the media on DVDs were not automatic like the old days. You may need to look around on your servers or local drive.
