dxf missing header

All,
I have attached a dxf I recieved from another source that we want to convert to a dwg. I have tried to open the file directly into autocad map3d 2013 but get an error:
Error in drawing header on line 41663.
C:\Users\JakeS\Documents\export.dxf is not valid DXF file
Invalid or incomplete DXF input -- drawing discarded.
I have researched a little on this and found that there appears to be a header that is missing. My problem now is what do I add as a header to get past this error?
Can I copy the contents of this using notepad and paste them into a blank drawing saved as a dxf? If so, where can I paste these sections in at? I have tried to paste them in before and after the EOF tag in a test dxf, and that prevents the error when opening, but it doesn't bring in any of the shapes.

Hi,
you are right, more than the header is missing, also the 0...SECTION and 0...ENDSEC lines.
I have imported that and saved it, but be careful especially about the UNITS (I did it in metric/meter), so maybe you have to scale it.
