Im doing a offset of a road centerline within 3D maps, and to me the offset line ends up 1 state away. Are my settings set wrong, or what?

Most likely the map is in a lat/lon coordinate
system. Either convert it to a state plane system or set the offset distances
down into the decimal ranges.

From the AutoCAD Map 2009 Help menu

To assign a coordinate system to the current drawing

Click Setup menu Assign Global Coordinate System. At the Command prompt, enter ADESETCRDSYS.

In the Assign Global Coordinate System dialog box, under Current Drawing, enter the coordinate system code for the current drawing

If you do not know the code, click Select Coordinate System. In the Select Global Coordinate System dialog box, select a category. Select from a list of available coordinate systems. You can also search for coordinate systems by code or description using the Search box. Click Properties to view the properties of the selected coordinate system.
