how to convert .shp files , that import as point objects, into acad point blocks with x,y,z values and attributes intact?

With Map 3D you can grab the dbf file and use that to create/import points
with the Civil tools. That will give you the Civil Object Point(s). If you
want them as non-civil points, you can create a block with attributes and
import the shp file using blocks and attributes option. May sure the
attribute tags are the same as the field name of the shp file.

Did you try the map import command, not the civil import points? Create a
block from a acadpoint with the attributtes tags the same as the shp field
names. Import the shp file with the block option.

BTW "Unrecognized database format" is pretty command using anything other
than a MS Office data file.
