Problems combining drawings

I have two rather large multi layered engineering aerial view drawings that I need to merge into one.Normally a simple cut and paste I know would be fine, but that doesn't seem to work.Is this because of duplicate layer names? Any suggestions how to pull this off?

Have you tried to insert or xref them? or is this
not possible.

Rather than cut and paste, why not just insert one
drawing into another as a block and explode it? Or, you can set up a query and
merge the data that way as well. Cut and paste really isn't necessary unless you
are copying entities from paper space.
