Missing text

I have a drawing with 2 MrSid Images in it. I have contours and
buildings, ect. on top of the image. I have created a layout and have a
some text that I have placed on top of the viewport. My problem is that
the text is behind the viewport in the layout, but when I go to plot it,
it's on top like it's supposed to be. I have tried selecting the
viewport and telling it send to back and it didn't work. I did the same
with the text to bring it to the front and the same thing keeps
happening. Is something buggy with this or am I forgetting something?
