Here is what the Help file says about importing shapefiles.
a.. "For folder-based formats, do you want to import all the files in the
folder? For some folder-based formats, such as ShapeFiles, Autodesk Map
processes all files in the selected folder during import, even if you do not
import the associated layer. To speed up processing, move just the files you
want to import to a new folder before you begin the import operation. "
My guess is that you have one or more bad shapefiles in your temp folder and
Map is having a problem with it/them. So when you move the shapefile of
interest to the root of the 😧 drive you are moving out of the environment
in which the problem is occurring.
The error message may also be misworded.
