The Problem is when you enter the privileges for the new user, you ONLY need to type "CONNECT,RESOURCE" , the F_USER_ROLE is added automatically and that rol implies the WM_ADMIN_ROLE so DON'T type those two last roles manually.
Afterwards following this simple steps.
Create an FDO user in Oracle using FdoUserManager:
1. Start FdoUserManager. FdoUserManager is located by default in \Program Files\Autodesk Map 3D\FDO\bin\. To start it, either double-click FdoUserManager.exe in Windows Explorer or type FdoUserManager at a command prompt. (To invoke FdoUserManager from any prompt, add its directory to your path.)
2. At the Choose a Provider menu, type 2 (Autodesk FDO Provider for Oracle).
3. Enter the Oracle connection information. If you do not have this information please see your Oracle Database Administrator.
4. Once you are connected to your database you will be presented with the Choose an operation menu. In this menu type 3 (Add a New User).
5. Enter the desired user name and password.
6. Once the user is created, you will be prompted to add user roles or privileges. Add the following 2 roles: CONNECT, RESOURCE
7. Verify the roles are created for the user by typing 8 (List all Roles and Privileges of a User). The User should have the following roles and privileges: CONNECT, RESOURCE and F_USER_ROLE. (F_USER_ROLE was created when the new user was created in step 5)
8. Exit FDO User Manager by typing 0.
Create the Oracle Data store:
1. From the Display Manager choose Data > Add Data...
2. In the Data Connect interface, select the Autodesk FDO Provider for Oracle.
3. In the Connection Name, enter the desired connection name or accept the default Oracle_1.
4. Enter the Oracle Service name.
5. In the credentials area, type the FDO User name and password you created in the steps above.
6. For the Data store, from the drop down list select New...
7. In the Create Oracle Data Store dialog, perform the following:
a. Type a data store name, password and description (optional)
b. Select a coordinate system for your data store
c. Enter the data store extents (optional)
d. Enter the data store Storage resolution (optional)
e. Select a data store tablespace from the drop down list (optional)
8. Select OK to create your data store.
After creating your data store, the Schema Editor dialog will appear. A default Schema and Feature Class is automatically created for your data store. You can make any desired changes to this default Schema or Feature class at this point. To accept the defaults or save your changes, select Apply followed by OK. For information on adding Schemas or Feature classes, please reference the Autodesk Map 3D 2007 help file by selecting the Help button in the Schema Editor.
Once the Schema Editor has been closed, you will be returned to the Data Connect Interface. Here you will need to select your newly created Data store, Version (LIVE) and then select the Connect button to connect to your Data store.
