Hi,

You could try here: http://www.ibge.gov.br/home/ It is the home page for the "Brazilian Institute of Geography and Statistics."  The original page is in Portuguese, but Google was able to do some translating for me and it looks like they have an area where you can download digital files.

This page: http://www.geosur.info/geosur/ is in English, and also seems to have some good resources.

Hope that helps!

another data source for data, some free, some for purchase, is www.geocomm.com - click on the tab for "GIS Data"

looks like your question regarding "cityboundary" and "counties" has gone unanswered/addressed.

Autodesk has a relationship with the City of Redding, CA, USA where the City is making (has made?) their data set available for teaching purposes (or so it appears).  The political divisions of the US are that we have cities as incorporated entities within counties that are more or less geographic divisions between the City and State level.  We have a few instances where a city is an entity as both a city and county (i.e. City and County of San Francisco CA).  I can't really enumerate the distinction between city & county other than to say that usually counties are much larger geographically (i.e. some states have 70+ counties).  This is what the data set is protraying - that the city is within a larger overall county within the state
