Different scales

I have two shp files that cover the same parcel of land, but they are from different recourses so they are a different scale. How do i fix this?

Coordinate Systems, find out if they are in different coordinates systems
then if they are assign those coordinates system to each.
Look for a .prj file that should be in the folder(s) with each shp,shx,dbf
file.
