I correlated several images and exported a world file. When I try to insert the images using the WF in a new drawing the first comes in at the correct location but the remaining file come in at a larger scale but seemingly at the correct location. Could it be because I did not convert to bitonal first? Or what else could it be?

No, imho it does not depend on bitonal or truecolor or whatever colordepth you are using.
The world-file for the image specifies the "size of one pixel in x-direction" and "size of one pixel in y-direction". So I would check the resolution of the raster-file to compare the size of image in your units compared to the size of one pixel in the world-file.
With other words: if you defined a worldfile for a raster-file having 5000x5000 pixel and you then scale the image to 10000x10000 pixel you will get it inserted in double size as long as you don't have recalculated the world-file according to the "half pixel size x and y".
