Draw Order 2012

I am using Map 3d 2012 and draw order is giving me a hard time. Since I joined our company certain maps we create we just use standard autocad objects which works fine. I have thought about using Map layers instead, but it tends to slow everything down, & I can't get the main drawing xref'd to the sheets to display with these layers.

Anyway, these days, half the time I open a sheet the image which should always be at the back, seems to creep up to the front. I have to open the model drawing, send them to back, save, close, reload the sheet, save & publish. This was fine the first time but i'm getting a bit sick of it.

Any ideas?
