WHERE DO I FIND HANGERS IN THE MEP PROGRAM? AND I SAW A POSTING SAYING THAT YOU CAN TAG THEM? WHERE IS THAT ALSO?

Hangers are inserted into your model with the HangerAdd command.  The only style in the template will probably just be the standard style.  It is useless and you will need to create your own.  This video on YouTube by Autodesk should have enough information for you.  It is for 2009 but works for any version.
