There are many changes to the menus in ADT/ABS 2004, mainly centered around
optimizing for an "ADT/ABS-centric" way of working; this does not mean
ADT/ABS objects only however. Much was about starting fresh and cleaning up
"unnecessary" clutter. The past where there was all of the standard AutoCAD
menus as well as all the ADT/ABS menus was found to be very daunting for new
customers familar with neither product.
For the Viewports toolbar you could do several things, create new viewports
or set the viewport scale. Creating new viewport and setting a default
scale is handled automatically if you use the new Drawing Management feature
whereby dropping a View onto a Sheet will create a new viewport and scale it
per the View's defaults. On the occasion that you need to create a new
viewport outside of Drawing Management we provide access on the View menu.
To change the viewport scale, you can just select and change in the
Properties Palette...which seemed acceptable given that all object
properties now go through the Properties Palette.
Hope that answers your question. If you desparately need any additional
pulldowns or toolbars from the acad.mnu, the common practice would be to
make a new menu and menuload it in.

We just upgraded to ABS 2004. Since R14 came out there has been a viewport
toolbar, which was great because you don't have to deal with xp factors.
2004 doesnt have that toolbar, or at least I cant find it. Is there a way to
bring it in from earlier releases or can I download it from someplace. I had
tried to bring in an old .mns file that had everything that I wanted,
however, when I brought it in, I lost all toolbars and pulldown menu's.
