Navigator is not allowing views to be inserted into certain sheets.

We are having a problem with not being able to insert created views into certain sheets from project navigator.  Some of the sheets in the project will allow us and some will not.

We were able to insert the views using the Sheet Set Manager but still not able to bring them in from the project navigator.  What could be causing this issue?

We are also occasionally having this same issue.  We use the project navigator for all of or project also.  It seam to be a very random occurrence, but very annoying.  If the sheet is close to being completed we usually work around it, otherwise we end up recreating the sheet.  If there are any solutions out there I would like to know!
