Mvpart system assignment AutoCAD MEP

none is the only option shown. I wish to be able to select water supply and sanitary.

You are probably trying to assign the system while  a non AutoCAD MEP drawing is current.  When assigning systems it will get the list of systems from the current drawing so if your drawing has no systems in it then no systems will show.  Try assigning the systems to a mvpart while in an AutoCAD MEP Template.
