Leader Layer Issue

Using Autocad MEP 2013. Created leaders for pipe labels on specific layers. Saved file and when I opened again all the text inside the leaders looks and acts like its on the same layer but if I turn the pipe layer off, all the text (Not the leaders) turns off also? This happens in model space.

Ideas? Help please.

Here is the sample. If you turn on/off the 'Sm Bore Pipe' layer you will see what Im talking about. Thanks for taking a look!

Issue Resolved. Block text was on Sm Bore Pipe layer.
