Create Page set-up that Plots to File to create a .PLT file

I am looking for a way to use the publish command to create .plt files in ABS 07 & ADT 07 & Civil 3D 07.
I can not figure out how to get "plot to file" set in a page setup in these programs.
Read below for what's going on...

We have 7 depts that need to have "lines merge" set on the plotter in order for our stuff to show up correctly.
1 dept needs it set to "lines overwrite".
The current default setting for all of the plotters is "lines overwrite". (We have 3 plotters in house).
When the 7 depts send something direct through ABS/ADT 07 to any of the plotters (not using our special .pc3 file) the settings for the plotter win and stuff shows up as "lines overwrite".
If we send it using our .pc3 file they show up correctly (lines merge).
The dwf viewer and Adobe reader for the pdf's can not access our .pc3 files....they only see the regular plotter config.
Therefore doing a publish command to dwf does not help, since the dwf viewer will end up using the settings off of the plotter, not our .pc3 file.
Also if we don't process it through the dwf viewer or adobe and it is dropped in thru reprodesk (oce's processor) it still comes out w/ the settings on the plotter .

This all leads me to this line of questioning....
Since the .plt files come out great for everyone no matter what the settings on the plotters are.....
How do you create a page set up to have "plot to file" (in order to create a .plt file) selected?
Then we could go through Publish and use the page set up that has plot to file checked.
We can't use a .dwf or .pdf for this exercise due to plotter settings overriding what we need.
It needs to be reading the info stored in the .pc3 for the plotter.

Any suggestions?

For those of you who need to do this, I have found a way.

Creating a "Print to File" .pc3:
Make sure you have permissions to save to the network.

Open a blank dwg.
Go to "File".
Choose "Open".
Under "Printer/plotter" choose a .pc3 you want this based off of.
Click on the "Properties" button next to the .pc3.
A new pop-up will appear.
Click on the "Devices and Document Settings" tab.
Click on "SaveAs" button.
Surf to the network location you want to save this in.
Descriptively name the .pc3 you are creating.
Click "Save".
Click on the "Ports" tab.
Select the "Plot to File" radio button.
Click "Ok".
Click on the "Devices and Document Settings" tab.
Click on "SaveAs" button.
Surf to the network location of where you just create this file.
Select your new .pc3 name.
It will ask if you want to replace it.
Select "yes".
Click the "Ok" button.
It will ask about saving the changes to the current plot or to the file.
Click on the "Apply changes for the current plot only."
Click on the "Cancel" button, to cancel out of the plot screen.

Printing using the new .pc3 file:
Go to "File".
Choose "Plot".
Under "Printer/plotter" click the down arrow and you should see your newly created .pc3 file.
Choose it.
You should now see the "Plot to File" check box selected.
Click "Ok" to print to a file.
It will then ask where you want to store the file.
Surf to the desired location and descriptively name it.
It will save a .plt file.
Typically if you don't give it a different location it will save it:
C:\Documents and Settings\...\My Documents\(your file name).plt
