Attach a style based property set with a classification filter to a MvPart

I have created a new classification list and assigned it to mvparts.  I have created a style based property set and assigned it to mvparts and a specific classification in the list.  I then add a mvpart and assign it to the same classification as the newly created property set.  When i go to attach the style based property to the mvpart it is not available in the list to add.  The only way I can get it to be added is to remove the classification from the property set.

 

I am doing something wrong?  I want the property set to only apply to mvparts of a certain classification.  This works for object based property definitions but not for style based property sets.

I think this is as-designed behavior, though yes it appears inconsistent with object based property sets. 

We do believe that this would be very helpful to have in the program, and feel that you raise a very good case for enhancing the product.
