Adding 3D or 2D elements to take off(3D) !!! Help !!!

Hello,

Now im not even sure if its possible but ill give it a shot. What im trying to acheive is pretty simple (in theory), I would like that when i have a take off that it comes whit a balancing damper(dosent need to be 3d, whats important is the 2d representation)(2 types). Now where it gets tricky is that it would be nice that the damper scales correctly whit different sizes of take off. The fallowing DWG has the 2 types of dampers that i would like to have whit the take off, and if its possible to either lock those dampers on a specific color or layer upon insertion.
