A construct is just a name for a cad file.  It is a logical representation of a 3D model and by defination does not contain any annotation.

Paul Aubin has several classes over at Autodesk University that explain the concepts of constructs/views/sheets.  Just do a search for his name and look for any classes having to do with the project management system.  The classes were written for Autocad Architecture but the concept applies to Autocad MEP also.  To get you started I have included the link for two classes.
