X-refs not updating when reloaded

Any ideas why my x-refs are not updating when they're reloaded?? This is a
huge problem, and it doesn't help if they're attached or overlayed. Anyone
else had this problem. Seems the layers aren't updated.

I've tried Regen All, reloading, unloading, hanging
from overlay to attachment... I'm lost!! Is this just a bug?

What do you mean "layers aren't updated"? A bit more detail, please.

what's visretain set to? set it to zero to update any layer modifications from the original drawing or 1 to retain any changes that you have made in the drawing they are xrefed into.
