Devices, palettes and scaling

i have created many CAD blocks and I have put them all onto palettes. I have created them so they will appear correctly in paperspace. If I have a receptacle that I want them to appear at 1/8" in paperspace I draw them at 1/8" and then on the palette, go into the properties and set them to inert at the dimscale. the appear in model space correctly and they appear in paperspace at 1/8" as long as the viewport scale is set to match the dimscale. Everything works great and has been for years. This is not the problem that I am dealing with at the moment.

 

Out of these AutoCAD blocks I have created i am making Devices. I am assigning properties to the devices, 120v, 3p etc.. I put them onto a palette. The problem I am having is trying to make it easy on my users so they can inert these devices from the palette the same way as the have been inserting the blocks from the palette. They set thier Dimscale in the drawing file and everything will show up correctly in model space and paperspace. I cannot find where I set the scale of each device in the properties of each on the palette.

Am I missing something.

I have not had a chance to watch the with sound. I did find that if I made each device into its own file and then place then on to the palettes through explorer, I could assign properties to it as if I was just assigning properties to a 2D block. This actually works better and is less complicated than assigning it to annotation scaling. I also found with the annotation scaling, When the device changes scale in a viewport the wire coming from the device does not move/scale with the block.
