Annotation scale in viewport

I insert annotations (such as elevation tags) into a drawing using an annotation scale of 1/8" in model space. When I go to a viewport for plotting, the annotations either don't show or they are too large and there is no way to change the size. Any ideas?

Here is a video link showing annotation objects, you may need to ensure that the object is setup to display at the viewport scale that you are selecting, this is done from a right click menu.
