change annotation scale in viewports

I am working with several viewports in one layout page, all with varying scales. I'm trying to have a viewport at 300 scale but a text scale at somewhere around a 40 to make the text legible. Aside from adding the text in "paper" space, is there another way to achieve this?

Create another dimension style with the scaling you want, make sure these are in their own layer. That way you can freeze the dimensions in whatever viewports you don't want them to show.
