Problem Defining road template

I am working in Land Desktop 2009 and when I try to define a template, it does not allow me to snap to the template to define. Is this a system variable that needs to be changed or other?

Joe, people post in the wrong forum, then are told about the correct one, and most of the time the Moderators move the thread to the correct forum, thus making those who tried to help by pointing to the correct forum look like they might be the ones confused....confused yet? 🙂
