It's been a while since I played with this stuff, but if you go the webpage
route I think you can control the compression/file size of the images that are
written out to web file.
As far as controlling the size of the view you'd need to consult a web expert.
I would imagine there is code available that could modify what ACAD writes out
as far as size of new IE windows opened. I don't know if you can control the
interface or what is used to view the hyperlink though. By default it will open
the jpg in an IE window, but you may be able to hard code it to open in a
particular image viewer at a specific size. Don't know, that's a long ways
beyond me...
