chunior3000 have you yet looked into the Land Desktop Help for the
procedures involved with clothoid spirals? I've discovered that they are the
spiral type most often used in the United States, together with a seemingly
significant portion of the World.
There is Help to be found there for drawing the necessary Spiral, based on
your parameters - hopefully.
I was able to find these two instructions along these lines, and they look
like they may be able to help you get this situation accomplished:
Drawing Two Spirals and an Intermediate Curve Between Two Tangents
Drawing Two Spirals Between Two Tangents Without an Intermediate Curve
Once I entered "clothoid spiral" into the Ask window on the Ask Me tab in
LDT Help - w/o quotes - then I saw "Drawing Spirals - procedure" near the
bottom on the Rank portion of the Ask Dialog Box of Help. On the left-hand
side, if that further helps you.

I rarely use LDD and even then it has been years since I had to construct a
spiral. You should be able to:
1. Locate your Lines/Curves dropdown menu.
2. Select Create Spirals -> Select Spiral Type.
Go from there. If this doesn't work I cannot be much help.
