Imageframe is not a universal setting in Autocad. It is a drawing by drawing setting.
I suggest you open up the actual drawings which have the photos in and set Imageframe in those to 2.
If you still have problems post the offending drawings. Both the drawing and the x-ref so people here can have a look at them.
