Is there a way to have text that is in paperspace print under objcets that are in model space? like a watermark

I've not tried it, but there is a check-box on the PLOT dialog that has the option to PLOT PAPERSPACE LAST, worth testing to find out if it helps even a little.

Otherwise, you can't push paperspace content behind a viewport or bring a viewport (and it's content) in front of anything in paperspace.
