view ports in layout space re zooming

Using lt 2002 when working on some drawings some view ports when changing to floating model space go to zoom extents staight away.
So set scale then go back to paperspace.
As soon as you click on another VP it rezooms the previous one back to its limits.
Checked setvars against other drawings and can't find any differences

anybody?? need help. thinking about ending it all but screen to big to throw out window.

Lock each viewport, then go inside each one and set UCSFOLLOW to 0 (zero).
