time-sensitive right click

I want to turn on time sensitive right click, but it seems to doesn't work! Anybody knows how to configure it? I know there is some kind of time period (in miliseconds) but I've already given different values but still nothing. Does anybody know what to do? I'm using Autocad LT 2006

This works for me.

Options => User Preferences => Windows Standard Behavior, Check short cut
menus. Click the Right-click Customization button. Check "Turn on time
sensitive right click:" Set Longer click to duration of 250 milliseconds.
Click apply and close. Click Ok.

Short right click brings up last command, longer right click brings up the
menu. Is this the same as what you have done?
