LT2000 using imported raster to dwg conversions

Having a huge problem with this OLD LT2000..Not sure if I need to do something or not, but when I open the converted raster drawings I cannot make a block, copy and paste to another drawing..nothing. any help?

What was used to convert the file to AutoCAD objects? Are you sure you are
getting AutoCAD objects and not just a raster image inserted into a drawing
file? Can you post the file?

I think now that I do have raster images made into a drawing, but I also think that, because it's listed as a dwg (comes back from outside vendor doing conversion) that it may be a real drawing. I haven't gotten a straight answer from the vendor who converted it, so not real sure. All i know is that i cannot copy & paste, make a block, nothing.

DXFOUT to R12DXF, start a new file, DXFIN then SAVEAS to a dwg file.
